Of course, no one can dictate what they're worth *to you*. But similarly, what they're worth *to you* does not dictate their market value, which is far more than your personal valuation.

Nothing can dictate what ANYTHING in this game is worth. OOO does not provide a fixed-price list on items as this is an entirely player-driven economy.
Im tired of kids setting high-price trends by being the first to obtain something and setting a high-price for it. Then again those kids might secretly be OOO employees, hmm......

OOO doesn't care what prices players charge each other.
Whether Extra sells his stuff for 1 cr or 1 million cr, it doesn't affect OOO's bottom-line at all.
And something does dictate what stuff in the game is worth. It's called "the market". If there are dozens of players who will pay 1k CE and up for an item, it is fantastical to claim that it's "really" worth 30kcr.
