Blah blah blah, TIDAL WAVE!
Not talk anymore forever, just for 10 seconds or something, it's telling you to chill out for a second. It helps prevent people from spamming messages.

People would complain/report it as a bug and say they cant talk. The warning is necesary,but not obvious enough it seems..

I think the New Recruits section of the forums is where you should primarily post things like these, considering its a basic question that doesn't need to be asked to all of GD. Just a suggestion in case you have more questions of this sort in the future.
