the one that leads to the best 5-star gun
Even though you're 2- or 3-star now, you'll eventually be 5-star, and you don't want to get stuck in a dumb alchemy path on the way there. So always plan in terms of 5-star items, and then look back in their alchemy paths, to figure out how to get them.
Damage type is certainly the primary consideration. You want to carry two non-normal weapons in your loadout. We could give you much better advice, if we knew which weapons you'd be pairing this gun with.
While you're pondering all of this, read the wiki pages "Damage" and "Gunslinger Guide".

That depends on what you want:
Before you answer any of these, I very highly recommend Valiance for everyone. Valiance, at least from how I use it, is the most versatile and useful sidearm gun; its only downside is having pure normal and not particularly high damage. Valiance is a sidearm anyway and should not be used as a primary offense weapon.
