Well, thats something i don't see every day.
Think of it as a CIV with a DMG bonus, low or med.
I doubt its worth much more than a CIV or a levi.

It also has
DB vs fiend low and DB vs construct med, does that change anything?

Nice entirely sure. But if yur a swordsman and its unbound, go for it.
A real swordsman has a sword of each type, so u wont need it.

Right, people either pick special damage weapons or alreayd wear skolver for damage bonus, wasting any excess.
It's a cool sidearm, some pay a lot for it, but you'll have to ask around. Start a bazaar thread.
