You are in locker room, wanna change loadout, try to change it, it says "Outside locker room" (Yes, on PvP marked loadouts.)

Canozo mentions it's IN the locker room, and yes I have had this bug happen quite a bit too. :/
Of course you can't change loadouts when you are in the Lockdown arena. Before entering Lockdown, edit up your loadouts in Haven.
