Two. Clockworks Terminal in T2 ONLY. Rare chance of appearing in his randomized inventory.

Raisin, you make me feel special. I've seen it three times at the T2 terminal. xD
do t2 runs.everytime you get to terminal, basil has a random list of recipes. if he hasn't the twisted targe recipe yet, do the run again. do the run again till you get that recipe.
