EDIT: I think I'll try the mail order thing with mats. I'm not going to do it when 10k crowns or so are at stake.

the unbind price for 2 star is 200ce i believe,
plus to upgrade to 3 star is then another 200 ce , even if you use mist over 2 days, to sell a 3 star boss item for 230 ce is madness (materials cost too)
the twisted targe recipe itself costs 8-10k crowns due to increased demand, therefore i think your original 3star price was fairer but you should be looking at 300ce as a minimum
however if you are gonna charge 20,500 crowns i will buy a twised targe everytime u sell one

One. The unbind costs for one 2* item can be done at 100CE, which you know - you're adding another 50% to the asking price. Consider this:
Can people get it for less than this price? Answer: Yes, since 150CE = 5 boss runs = 15 tokens = one item.
This is why nobody buys Snarby boss items at 2*. Unbind them, upgrade them, THEN sell them.
Two. It's generally best to do the business over mail-order or Steam trade; this is me speaking as someone who once ran a mail-order service for 2-3* items. You will get nobody stealing it if you ask for their crowns in advance. Do this enough, they put in a good word for you, more people trust you and it all starts to run smoothly.
Three. If you consider upgrading them, why not mass-produce? Given enough time and a little money, you could start selling 3* boss items at a minimum of 20,000cr each, and corner the market.
It helps if you say that any accidental UVs will be left on at no extra charge. I had people having me ragecraft for them; they were buying Brandishes in bulk. Mind, any really good UVs are keepers, eg. Shadow High/Max is good.
Just a little friendly advice.
