If you have a sword with a max bar on attack power, will the Skolver helm & armor still affect it with more damage?

Yes, it'll affect it. That's why Leviathan Blade is still better than 4* Calibur at max level even though they appear to do the same damage. It's sort of unintuitive, but that's the way it goes.

The damage bonus from Skolver
The damage bonus from Skolver also effects UV, giving it an extra boost in Ability Power. So, if you have Damage vs. Fiend: Medium (2 AP) with Skolver (2 AP), you'll hit Very High (4 AP).
Guess no one has tested this yet? if you give it a try let everyone know.
