I think that he means the latter. The wiki article "Gate", specifically its section "Level Rotation", has some information. I'm not sure how reliable it is. 3-7 minutes for a typical time seems highly optimistic to me. It does acknowledge waits of up to 20 minutes later in the section.

It varies depending on what direction the layers are rotating.
If one layer isn't rotating, then up to about 15 minutes or so, but if they're in opposite directions, then it goes a bit faster - around 6 minutes. If they're both in the same direction, though, it takes ages. e.e I've never timed it, but it's over 20 minutes. (And then I lost my patience waiting.)
I once waited long enough to watch an entire tv show to get to an arena. I think I read somewhere that the lower you are, the slower the levels rotate. It certainly seems that way to me.
I've noticed that in the PK mission the levels before the PK lair rotate unusually fast

I don't think so, Trabias. I have never seen gates rotate as quickly as that PK mission gate rotates. This detail could go in the wiki, by the way, but maybe in the Dark Harvest or Punkin King articles, not in the general Gate article.
Inevitably, it always takes the longest when you actually stop to wait. :P
Normal levels take between 10-15 minutes to rotate. The exceptions I have observed are Aurora Isles and Scarlet Court levels; the former rotate exceptionally fast (5min or less), while the latter tend to be around 5 minutes. Punkin King prestige mission rotates even faster, around 1 min per change.
Entire new gates open at 8PM PST every other day.
Whole gates? they show a timer when you deposit minerals.
Or do you mean levels within a gate?
