It doesn't "balance it out" in the direct sense; unless I'm much mistaken, it's been shown that the Blitz still outperforms the Plague even if teh Plague poisons on the first hit however there are more things to take into consideration, such as the poison increasing the damage of other peoples Blitzs and reducing damage dealt against your team as well, so in that sense it balances it out nicely, if not makes it arguably better. It really comes down to how much you like poison. Personally, I'm a huge fan of poisoning and think it's worth it.
On topic though, the UV you want for any autogun is really just CTR. ASI doesn't change much for them since it locks you in place regardless (meaning you're standing there for half a second less? bfd.) whereas the CTR bonuses cut the charge time down by half and allows it to become spammable, increasing the overall dps by enormous amounts.

With a CTR+med UV on your
With a CTR+med UV on your gun, you can use Seerus mask with Shadowsun (and two trueshots) to get max:max damage:ctr on your guns. Wee Swifty on top of that for any asi for other guns and you're set.

Wasn't there math that showed that you need three Blitzers in your party to make the one Plague worth it? Any less and you're better off with Blitz instead of the Plague.

Poison is to play defensively since it reduces enemies damage or to counter healers. Not always the best for raw power.
ASI doesn't seem to help Blitz Needles (and presumably Plague Needles) very much. Vanaduke has no monster family, so no damage UV helps against him. If you're using the popular freeze+blitz tactic, then you're charging against Vanaduke, and CTR is a no-brainer. So CTR+4 is what you want.
Warning: Someone is going to pipe up with "the UV that makes your Plague Needle into a Blitz Needle". But Plague Needle is a very good weapon. It looks slightly weak only when you put it next to Blitz Needle.
