Newbies these days...
People can get unbound uvless plate shields for 1.6kce off the depot, so ya,derp is right, very little chance selling it..

Exactly.
The unbind cost exceeds the depot cost. That's the basic problem: there's literally no reason to buy yours, as it's the exact same thing but much more expensive. You'd only be able to sell this to a foolish and ignorant buyer--which, to be fair, you might well find. (You seem to have found one earlier.)
So, uh, I guess I could wish you good luck. But I don't really want to, since that person would basically be getting ripped off.

For some reason i was bent on thinking the unbind cost was only 600 CE, (used to selling Sealed swords)
completely forgot that 4 star is 1800 to unbind, lol Derp..

I have seen other Heavy plate Shields with UV Normal Def increase High sell on forums for like 3k+
do you guys think it would be worth it to buy UV tickets until i got a decent one? and then try to sell it?

Yeah, that's the issue.
And no, it's not worth ticketing. The odds are against you, especially since it's a shields--shield UVs are less valuable compared to other UVs.
Even if you do want to ticket, you know what would be even better? Ticketing unbound 2* Plate Shields instead. :P
Basically, your options really are to use this one or vendor it. Sorry. :(

was just hoping to get rid of it, even at a loss. so long as it wasn't too much of a loss. went down this line when the game first came out (and before i knew what i was doing) and kinda just lost interest in it, was thinking about going for crest of almire instead. though i guess VPS is nice for catching Vanas mace

the last time i sold one, was to a buddy. i got an unbound HPS from a guildy who was leaving. so i sold it cheaper than the vendor price, but still made a gain. since this one actually cost me to get, selling it will be a loss no matter what i do it seems

If it's UVless and bound, there is no chance of your selling it.
Either use it or sell it to an NPC vendor.
