It has to do with that bound
It has to do that bound accessory bug no one likes that plagues Azure Guardian Crests and Parrying Blades. Because accessories stack, if you have a bound accessory and then obtain another of the same kind, that 2nd accessory will be bound too. Thus, if you have an unused Pumpkin Bomb Bandolier from last year, and new ones you get now will be stacked and bound.

Just as Duke said, I got the same bug for buying one from AH while having the bound one from last year on my inventory. Just send a ticket to a GM and they will send you the unbound one.

No clue, but probably not normal.
The only reason those items bind is if you put them on yourself.
