Missions are the way to
Missions are the way to unlock the tiers. The further you go more you get. I believe rank 4-1 is where you unlock T2 IIRC.

Yes, just keep doing missions. If you want a break from those for some reason, then go into the Arcade and enter a gate, to see the raw Clockworks. Or hang out in the Town Square, learn prices, etc.
What do you want help with? You're doing well so far. Just keep going.
You seem to be oriented toward swords. So all of the help I could give you, I've already put in my detailed sword guide. I hope that you find it useful.
