Question regarding purchase of future expansions

So I heard that that future expansions would come along with OCH, rather than each one having its own separate purchase.

Is this true? Does that that current owners of OCH would automatically get the new expansions?

Sorry if its hard to understand. I think it was Luguiru would said that in some thread suggesting OCH keys...
