So , I wanted to ask , does this program really decreases the latency for SK ? I read in WoW forums that it's actually working , but I wanted to know if someone uses it , please tell me in the comments and thanks :) .

Ok , can you tell me if it improves your latency when you download it please :) ? And by the way , I have 1-2 bars usually and "sometimes" I get 3 bars , but it is very rare .
And what will happen if the TCP acknowledgements arrive out of order ? Will I telerport for ever ? Or if I uninstall LLF it works again ?

Unfortunately, this network optimization doesn't seem to do anything for me on my computer, but that's not to say it'll be the same on yours. It's just that my computer can't see any noticeable gains. I checked with Teamspeak pings, hit latency, and a few other "feel" tests. Anyhoo... try it for yourself! It won't harm your computer.
Also, if TCP acks get out of order, it'll probably drop the ones out of order since that's built into the protocol. Each ack is timestamped so the server will know if Ack 4 comes before Ack 3.
LLF can be uninstalled just as easily as it's installed, though.
In the end , do you think it is safe to use it ? And if anything bad happens , all I do is uninstall it right ?
It's safe to use, and yes. You just have to uninstall it if anything bad happens.
Just based on the theory of it, your game acknowledging and verifying client/server position data more often SHOULD mean that you have a more accurate placement, and thus a lower latency in your position updating. However, it probably won't improve your ping, since you normally need a better connection overall to get that. If your bandwidth and (possible) download cap can support it, then I'd say give it a try. I'll give it a shot when I get home.
By the way, it's Leatrix Latency Fix. Just thought I'd point that out. It modifies the frequency of TCP acknowledgement packets that are sent outgoing, which will increase the amount of packets received. If you have a four bar connection, I probably wouldn't see this as needed, but it might be able to help me with my 3.2 bar connection (since every once in a while it goes up to 4 bars for about 30 seconds, which throws me off.)
There might be one problem with this... what if your TCP acknowledgements arrive out of order? Well, depending on how the server handles it, then you could actually start teleporting around, which could suck I guess. o.o
