it's not the cloak...it's the

Shock Resistance isnt often
Shock Resistance isnt often needed or wanted on gear, a maximum is awesome but 2k CE for a arguably useless UV is still 2K CE for an arguably useless UV. Start an auction at 500 CE maybe you'll find a buyer.
Sure it's no cutter maximum charge time UV in terms of suicide but it's not what people are looking for. Fire Resist you could of maybe milked that much, maybe more... But not shock until a tier 3 shock boss is added.
