The result of the guild hall update will be a huge spike at first as large guilds like EoS and I can only presume Jempire set everything up for New Haven. Then there will be a period of time in which the guilds all pay up, easing into a time in which many of the guilds go bankrupt and destroy themselves, eventually rising up to an equilibrium again, at which point all of the guilds will be paying an amount based on two things- the income of the members that they are willing to pay, and the amount they value the guild hall at. Hypothetically, this will benefit the game in the short and long term.
Your question- "Is it working?" can be easily answered by a glance at the CE market- Yes. Is it optimal? In my opinion, no, it needed a bit more forethought in a few ways. I'd write a review/suggestion, but there isn't enough of an audience, no one would listen, and while I'm no Oscar Wilde, my writing skills are decent enough for the time being. But then, I'm not a game developer, am I? Nor am I a professional economist, so what do I know, right?

Market was, as I knew, around 9.1K CR : 100 CE. It is now about 8.2K CR : 100 CE.

The initial update was a big boon, as everyone spent tens of millions unlocking and upgrading, but that won't have changed much as most of these guilds also spent a considerable amount of time liquidating before the update to do just that.
What will really cause the sink to work is the upkeep. That half mil a week will begin to stack up. At first it'll just eat surplus cash, no worries, but sooner or later that'll start eating into more peoples pockets; that's what'll hold prices. They may not go down much below what they are now, but it should certainly do something to prevent them going back up.
I mean, who's going to want to buy ce at a premium when their guild expects them to cough up 50k/week in upkeep? Sure, FSC can cancel it out, but it also means that a fair chunk of FSC guild runs are being immediately sunk, which is what we need~
AND THEN OFC we have the Mist Wells! Oh, what an ingenious mechanic that is! Any large guild that's contributing in any way to the Mist Well (and ik at least EoS are, as we had thousands in our Wells pretty quickly) are making a direct impact on the CE market by putting CE out of the economy and removing its trading value, instead of just selling the surplus CE and bumping its price; all while keeping the energy itself there to be used by all; especially those lower tier players who have trouble affording 9k/100~
After a while, the novelty value of the guild rooms will fade. Currently the only items with real functions are mist well, guild storage and guild training hall.
All other stuff are just decorations or can be found in Haven. The guild training hall is not a must.
So small and medium guilds will simply stop paying upkeep for the 3rd and 4th floor.
The ones that can't afford it won't pay much. The ones that can afford it will sink it heavily, while not gaining any gaming advantages, per se. That's the ideal balance for a cr sink; take money away from the people who have too much, while not robbing the poor of their modest funds. Perfect.
Probably. I've seen the market price decrease to about 8.5k. Then again, I haven't been very active the last week or so.

It is about around 7.7 k cr for 100 ce right now :D
Also it has to do with the Guardian's Armor Pack going on a 75% sale, as that is where the actual energy is coming from
That 75% off deal could not have come at a better time since everyone is going to want to liquidate that CE for more Cr to spend on their Halls. I know I'm gonna catch crap for saying this, but it's essentially high supply and low demand of CE. You may now commence bombardment of "OMG SUPLIE AN DAMAND SLAYVE!!!11!eleven!!" comments.
I'd agree with that, Uber. Promos decrease ce prices by a chunk, but there's a threshold where prices just won't drop anymore. Optimally, we'd have promos semi-regularly to bump prices down every now and then. Landing two promos/events on top of each other won't have compounding effects. Allowing GH to decrease prices now, then waiting till they go up a bit again before introducing the armour pack would decrease them again, which would be ideal.
Ofc it's not a big deal either way so I'm not terribly fussed, and hopefully the GH update will keep ce prices on a leash for some time.
