The mist well gives mist only if ye stock in amount of CE (some has minimum least to stock in, e.g. minimum energy needed to put is 500 ce) and transmute into mist. It also gives another 20% of mist transmuted from the amount of CE put into mist well.
Only works for guildsmens. Public usage is not allowed.

so i put a minimum of 500 Ce and i get 500 plus 20% in mist form. for a total of 600mist correct?

It's stored in the mist well, in the same way that water is stored in a water well. Furthermore, it's no longer "your" mist; anybody in the guild (as far as I understand) can withdraw it. This is a mechanism for donating to your guild.
