How do i get the guild hall storage feature for my guild, do I have to get expansions?

Yes, you do need the first
Yes, you do need the first second floor expansion, so three expansions in total. However once you unlocked it it is still available even if you ditch the expansion again. I was up to the first second floor expansion unlocked it, and ditched it again so now I am at just the two first floor expansions and I still got the storage. The first second floor expansion is also where you can buy a Mist Well, so I think it's a good point for small guilds to grow to at least once to unlock it and then shrink back again.
I believe that the guild storage expansion requires that you have at least one second floor expansion to purchase.
