Doesn't look like upgrading on that old laptop was a good idea. Going by this post it looks like you'll want to backtrack to an older version of Windows if you want to play on that hardware.
Also, Windows 8 does have Run. Use the Windows Key + R hotkey. Or you can hit the Windows Key while on the desktop and type "run". (Which, incidentally, also works on Vista and 7.)
