Subject ^. I do understand that its not always the gear but the user so I'm mainly looking for opinions. I just want to know which one is more useful in t3 ranked missions as well as just all around. I don't really care about LD.

Situation-Dependent
If you are building you first set of 5* and want to go anywhere, you could do far worse than Divine Veil + Skolver Armor (bunch of resists and bonuses and -some- coverage of every damage type).
If you are going to farm FSC lots as soon as possible, Vog is good.
If you are going to have different sets of armor for different types of level, you'll end up wanting both if you are a swordy and neither if you are a gunner or bomber.

Honestly, there are countless threads around asking this question, and answers on the wiki and various guides. I'm sure Bopp will be along at some point to give you his guide which gives info on this, too.
Vog = ASI, ele, fire.
Means you'll need damage trinkies and will be useful in places such as FSC or anywhere with a lot of puppies.
Skolver = DMG, freeze, pierce.
Means you'll want ASI trinkies and/or UVs, but has the least important defence for CWs, and freeze isn't overly dangerous there either, especially in a party.
BTS gives DMG+2, Swifty gives ASI+3. You can mix and match these with whichever set to aid maxing your stats.
As far as "ranked missions" go, neither are overly useful as Shadow is the main theme there, although FSC is the final mission and Vog is especially helpful there. For the prestiges, neither are overly useful in any of them either. Skolver is handy is HoI with the freeze while Vog is handy in C42 for the fire. GiM and LoA have no notable benefits from either of these (except, arguably, that Vog has useful elemental defences for half the enemies in GiM; but shock is more a danger than ele, there).
If it helps any: Vog was the go-to set for swordies before LD came out. Although that was also before UVs were so easily achievable, and since you can get ASI UVs but not base damage UVs, Vog is generally considered more limited than Skolver/Snarb; so that really just comes down to your budget and long-term goals.
