20-25 is only possible when you find someone who has a red chap and needs the tabard to complete the set. There are many people on here selling white tabards for 20k ce. G1 rose regalia tends to be white=black>red.
I Recently got a white tabard for 750k (a steal). I think currently, for tabards, it should look like this: Black>White>Red. While i think white tabard is the prettiest stand alone tabard, you simply see much more of them in the singular than you do black. Also, red is the most common to be without a chap as a mate.
There has been a guy doing WTS Red Tabard 1m in trade chat for quite a while, so he wasn't having too much luck. Though i haven't seen it in about a week so maybe he sold it. IDK.
I think 1m is about the high of what you'll get without finding that special some1 with a red chap and no tabby.
