Earlier today while I was in the lobby for a mission somebody asked if it was ok if they took a 3-star shield they wanted to heat up, however when I inspected them I saw the shield in question was already level 5. When I asked him why didn't he just upgrade it now, he claimed that getting it to level 10 first would increase the odds of a UV (not sure if they meant "More likely to get a UV" or "More likely that the UV will be a good one")

So is there any truth to this? I've always tried to upgrade my 3-star gear the moment it reaches level 5 and if this is the case I'm gonna feel like a complete idiot.
