Not really. Undead bonus dmg is always good, and very high means it'll go for more than 200-400 CE. I'd try for at least 1000CE on that. It'll be a great shivermist for graveyard or vanaduke.

Hitting stuff with elemental
Hitting stuff with elemental dmg with a shivermist outside of the first bomb is a joke unless you plan on just hitting one target at a time and even then at D26-28 you'll only be doing ~230 dmg per charge to 1-3 targets which is way less DPS than a Levi that does 200 per hit. Not only that but zombies are notorious for their fast turning speed and quick swipes which is a dangerous game of chicken to play with a bomb that has such a short radius.
If this was a blast bomb it'd be an entirely different story but it isn't.
