Please stop making Lockdown maps that demand high-end desktop computers, lest it makes your hard-drive scream in anguish as it fails to run the game at a decent frame-rate even on the lowest setting. I want to look forward to Winterfest, not dread it in fear of another installment of a map I cannot play.
Three Rings, please...

You own a low-end laptop?
Clearly it isn't low-end enough. I also thought that, from reading my OP, line two, words fifteen and sixteeen: "lowest setting", it should be clear that all of your "steps" had been applied beforehand.
I suppose I should correct myself and type settings, plural, but the point still stands.
This laptop of mine is half the age of my little sister, and it can run the game completely fine except for these two Lockdown maps.
Talk about coincidence, huh?

On some machines (one with better GPUs), running at higher antialiasing could be faster than keeping it at 1X. Experiment is key.
and be proud to say it hasn't ruin much of my gameplay...
What to do to improve framerate?
#1 Go to Esc Menu, click Video Tab
#2 Turn off Fullscreen and set to lowest resolution available
#3 Set graphics to low quality
#4 Go to advanced settings,
#5 Disable Vert Sync
#6 Enable Compatibility Mode
#7 Disable Render effects, if you shall not choose to enable compatibility mode
#8 Cull Transients
#9 Set Anti-Aliasing level to 1x
#10 Apply Settings
#11 ...
#12 Profit !~
If you still experienced lagging problems... close all other programs currently running on your computer. If you have a lot of junk running off-screen (e.g. Antivirus, Scanners, Download managers etc...), you jolly well end them or they might as well take away your processing needs. I keep my computer free of random stuff, so my gameplay is not really ruined. If you think you have a worser computer than me, think again, for I have leveled it up.
