Example:
Billy is Tier 3 and has never done any Shadow Lairs. His friends invite him to come with them and they start a Firestorm Citadel Shadow Lair. Upon completion of this Shadow Lair, does he gain access to the Ice Queen and Red Roarmulous Twins Shadow Lairs or must he still complete the Rabid Snarby Shadow Lair?

Although I've never tried your particular scenario, my understanding is that Ndogten is correct. By the way, the wording of the wiki article "Shadow Lair" strongly implies that this is the case.

yup, it's true, I did RRT first and had access to T3 but not T2.
im pretty sure it works like gates. you need to do tier 1 to get tier 2 for free. and doing tier 3 does nothing for tier 1 and 2. so you would need to do Rabid Snarby to get RRT and IQ
