"Power Scanner"

Threds say all of these promos have those accesories, but they dont exist in game. Are these some unused content, easter egg, or just something GMs' forgot?

You can tell because those promos have bomb bandoliers yet nick posts dont mention them.
Maybe its an old name used during development that nick forgets about.

I assume the scanner must be the same but Im too lazy to check wich one is.
