Clockworks level change time = 15 minutes?

So I was just standing around waiting for an arena and I was able to time a complete transition. Came out to about 15 minutes (give or take 15 seconds). Can anyone confirm this?

The effective time can vary
The effective time can vary depending on the arrangement of the stratum. Different depths that rotate against each other can sometimes take up to a half out for a player noticeable change.

You sure about that? I waited for a level to change TWICE and it was roughly 5 minutes per rotation.
Maybe it depends on how many levels are in the rotation?
