This is the sort of pointless thing that there's a perfectly rational explanation for, somewhere, but when I realized it I was amused enough to put it here. While playing with RPG Maker (Yes, there's a lot of that going around) I noticed something odd about the map I'd just created. I went to actual Haven to check it out. Follow my logic ...
- The Arcade is at the same elevation as the Town Square.
- The Arcade is at the same elevation as the Bazaar.
- The Arcade is at the same elevation as the Garrison.
- There are stairs (and thus a change in elevation) between the Town Square and the Bazaar.
- There are stairs (and thus a change in elevation) between the Town Square and the Garrison.
Or to put it another way ...
- The Arcade, Town Square, Bazaar, and Garrison are on the same plane.
- The Town Square, Bazaar, and Garrison are not on the same plane.
Haven violates the laws of basic geometry.
My explanation for this: developer oversight, though I haven't been around long enough to tell, the Bazaar looks as if it was added some time after the Arcade was attached to the Town Square, and by the time it came to implement the Garrison it was too late to notice. On the other hand, it's possible the gremlins could be behind it. Or the snipes.
Isn't the portion of the town square connected to the arcade also raised? See the stairs at the side of the AH? Correct me if I'm wrong, but I'd say the arcade is simply at the same elevation as the northern part of the Town Square.
