Would the cards be usable for a game like with Pokemon cards? Are they going to sell these cards? Are the cards going to be exclusively online or physical? Where would people buy these cards? Would it be worth their time to make these cards when they could be making more cosmetic stuff? Would they have sarcastic humor in the cards making fun of themselves? Would the cards be equipment items, materials, bosses, enemies, or NPCs? If the cards can be used in a game, would each card have a code so you have the card online to play against other players online or are they like baseball cards and serve no entertaining purpose other than something to spend money on which is relevant to your interests?

You are making a suggestion. OOO needs to hear you out, but you don't have all the details: what is it? how much there is?
So basically, OOO can't accept your suggestion due to the fact that lacks details. If OOO thinks your general idea is useless, they wouldn't bother finding a good company to set up a deal and start manufacturing cards. They need new designers to do so too.
Ok so now for complications.
There will be as many cards as there are monsters, NPCs, helms, armor, swords, bombs, handguns, and nick.
Each monster would have the symbol of what it is, look at wiki too find the symbols, each card will tell what type of DMG the monster deals and what is its weakness and what it is resistant to. Weapons, armor, helms would have the same thing.
Some cards would be foil and some would also be very rare, these including all shadow lair bosses and nick.
There would be area cards like royal throne room from King of Ashes, and if it became a game, there would be alchemy cards to upgrade weapons, like the sealed sword to Faust and gran Faust.
Some cards would come with promo codes too so people would want to also buy to try and get a promo code
They would be sold at were ever cards are sold and each pack would come with about 5-10 cards and cost 4$

After eating some snake eggs I had a few quick ideas on this which probably no one will care to build on. But first for a few ability descriptions:
- Interruption: an attack which may stop a target from attacking
- Area of Effect: may attack multiple enemies up to a certain amount, may attack less than the maximum if preferred
- Fire status: deals 1 damage (no type) per round/turn
- Shock status: interrupts on odd turns, deals 1 damage on even turns
- Poison status: afflicted has 20% less defense and deals 20% less damage, unable to heal
- Stun status: attack speed lowered to minimum unless multiple characters are stunned in which case it goes in the chronological order of who was stunned first
- Attack Speed: when multiple characters (knights, enemies) are in the battlefield, higher attack speed means attacking first (this is entirely based on the "initiative" system in Wakfu, where the one with the most initiative starts first and is followed by characters who have less until the one with the least is last; there are other complex features but for the sake of simplicity in a card game "Attack Speed" has no other complications than having more of it means attacking sooner)
- Charge Time Reduction: charge attacks take less time to prepare (only applies to attacks which have a charge attack option, required charge duration varies by attack)
- Damage: increases the damage dealt by the attack/weapon by 1 per bonus (if an attack which deals 8 normal is used by a character with +2 damage, it will instead deal 10 normal)
- X* item: an item equippable by knights, only one of each item may be equipped on a knight at a time- helmet, torso, shield, weapon, and trinket; all knights begin with 0* Proto items but may equip 1~2* items with no requirement, but for 3*+ they must first be equipped with the item preceding it in its alchemy path
- {status} resistance/weakness: 1 bar of resistance lowers the duration of the matching status when received by 1 turn, 1 bar weakness increases the duration by 1 turn

Quick note here. The MadB helmet gives only +1 charge as a card but the actual item gives +2. What up with that? If you scroll back up a bit and check Voltaic again you may notice it has a three turn charge time. Since the torso has the same stats as the helmet, having the set means the bomb only takes one turn to charge. Pretty good deal.

i checked it and do a little research about that link and well at first look it act only like a domain link, i mean nothing dangerours. neither my PC detect a virus or something installing. but as far i know doing the research the real scams come when theyre about to exchange their points for the prizes. luring them to endless surveys until they dont get nothing and lost their points.

Sure, it could do that, i just drew up an idea for it just to get it out... the card looks so much cooler in my head than i could make but i was thinking you would have a knight which you equip armor, helmet, and weapons to in order to make it better. and you would have up to 5 monsters to help you out. you have to defeat monsters before you can attack a knight, and if your knight falls, you lose. armor protects against damage types to a minimum of one damage being dealt to a knight and you can only have 1 of a specialty moster such as snabolax or vanaduke in a deck.
Another thing is i would put just the front armor on a card and not the back of it.
Fiend card: Health = 5 times Knight's Tier

An armor made from the pinnacle of Owlite Knowledge, Almarian Technology and The Spiral Order's Research Team's Efforts that changes to match the wearer and someone makes people feel like they "Lost those last ten pounds" when wearing it... Spiral Order's Research Team is still not 100% sure how it works but doesn't question that it does.
Must be placed on Rare Card Armor.
This will act as an incentive to get the cards as well as create a new costume.

About permission: people don't have to ask for permission to draw fan art, but they need permission to make a profit. If I made a card game and just kept the cards to myself or a few friends, then it would be okay, but as soon as I start making a profit off it, or ask for money then it becomes an issue. In fact a fan based card game could be a draw to the community and increase OOO and Sega's revenue.
If however OOO and Sega have a problem with a free fan based card game while no official card game exists, they would make that issue known and then ask us to stop and we would.
The only problem I could see is if we were claiming the card game as our own, but we aren't only how the card game works is our own while the ideas behind it belong to OOO and Sega.
I will gladly change my view if an admin presents new information on Sega's and/or OOO's view of fan based activities based on Spiral Knights.
After a big sandwich and some pie I realized something so obvious I could only see it if I were looking the other direction. In Wakfu they recently added a minigame which has been in the works for some time called "Krosmaster". The minigame also applies to the prequel of Wakfu, Dofus. The idea is you collect "Krosmasters", characters you can use in the Krosmaster minigame, from enemies as a rare drop. There are ways to make it more likely to get the drop, namely higher prospecting (a characteristic which increases all drop rates, meaning more loot from battles) and especially playing the Enutrof class in either game (in Dofus the class has an ability which may grant the user a significant bonus to chance which gives water damage and prospecting, in Wakfu the Enutrof class has a system which not only gives you more prospecting but rewards the Enutrof with a damage bonus based on their prospecting) but otherwise finding Krosmasters is pretty rare. Among these Krosmaster characters is a rarity scale, some being less likely to appear than others; I have yet to check in Dofus how the drops work but in Wakfu they come in either a normal Krosbox or a Prestige Krosbox; the first is significantly more common than the second and has the normal scale, the second seems to have a backwards drop rate making the rarest Krosmasters most likely to come out of the box. Needless to say that second one is very rare. Everyone starts with a few default Krosmasters on their account and may added to with Krosmasters collected in either Dofus or Wakfu to the collection for your account. Krosmasters are tradable, the boxes before being opened are tradable, and the minigame allows players to play random matches to modify their rank or challenge a specific player for a friendly match. I could go into detail on the minigame here but that would be getting too specific.
Are you still reading this? Good. I still have more to blather on about. If Spiral Knights has its own version of Krosmaster, obviously not the exact same thing but similar and with cards instead of figurines, it would give all players something to hunt for without requiring constant grinding for a predictable result. I actually have thought of two ways to get cards and I knew you were going to ask.
The first directly copies Krosmaster and makes the cards appear as random drops from enemies in the Clockworks like materials, but with a low drop rate. Sometimes you get them, other times nothing, other other times you get something rare, otters are flying everywhere. The problem with this would be exploiting drops in parties where once a card drops everyone goes solo and the game gives each member their own drop so one card becomes four. This system works in Wakfu because you only get drops at the end of the battle and joining in the middle is impossible. Back to the Enutrof class again momentarily, in Wakfu a couple attacks in the water branch of Enutrof have a chance to make an enemy drop a pouch when you attack them with it. This pouch contains an item. If a player (does not work for NPCs/enemies/summons) walks onto the pouch they will pick up the item and receive it at the end of the battle. If an enemy or summon walks over it the pouch is destroyed and deals a fixed amount of damage based on the level of the destroyed item as opposed to acting as an attack with damage based on the Enutrof who created the pouch to begin with or the enemy who dropped it. Note that this pouch effect only works against NPC enemies. Also, once an enemy drops a pouch or counts as having dropped one (if the attack is used against a player who will not drop a pouch) it will inflict a status called "Broke" which prevents them from dropping another pouch for the rest of the battle. This state does not affect loot received from defeating that enemy at the end of battle, it just means no more pouches will fall off of them. One water attack deals higher damage to a target inflicted with this state and makes for great combinations to deal high damage. Why am I so off topic again? Because exploiting a feature of the game is bad.
The second is what I would personally prefer and I suspect may others will as well. For equipment cards (weapons, armor, shields, etc.) you automatically receive the card when you have received the item in game. Say you just started, made a new little Proto derp or something, and you go to reap some crowns for a Wolver armor set. You buy the helmet, put it on and it binds to you, you got the Wolver Cap card. Then you equip and bind the torso to you, you got the Wolver Coat card. Your arsenal becomes useful for both your equipment and what cards are available to you. This means those few people who go out of their way to collect all the equipment they can find get all the matching cards of items they have had bound to them. The most obvious problem with this would be whether people would get cards for items they used to have but unbound and items which were used to craft upward in its alchemy line. If this system is used as opposed to the one above then cards must be untradable. This system also promotes arsenal variety as it adds to your card count.
I can derp up some equipment card effects if anyone wants. I already did a couple items. I can also start up some rules and not add anything silly like whoever wants to go first has to chew on underwear.
@Luguiru: I admit i read a lot but not all of your post, will finish it up tomorrow but i would like to meet up in game or through skype or something to discuss this idea more. Also if you go with the second idea, maybe make it so you can get multiple of a single card with each armor. also if OOO goes with physical cards there could be the code card in a pack to get the cards in game. (wants physical cards as well as virtual cards)
Almost makes me want to play it. But we're not here to talk about Wakfu, we're here to talk about card games.
And to that effect I suggest we figure out how these battles are going to work. Is it 1v1? Or can it be several units versus others? How will this battle take place? How will the cards be used? What actual incentive is there to play this game? (Boredom doesn't count)
