Today, I came across a player who said he was accepting donations for the "Help a Noob Fund" or something like that. Turns out, the noob he was referring to was himself. Does this count as scamming?

It's those people again. It's, of course, a beggar trying to trick you. That is not "Help a Noob Fund". It's more likely "Give me your funds"
He admitted that he carefully worded his ad so that he didn't say he would give it to anyone, and also admitted that the "noob" was in fact himself.
I might have given him a little money just for being so smart about his begging. :P
That he was specifically giving it to anyone other then himself, then no. You'd be a fool to assume he meant anything other then himself.
Since he didn't immediately disclose that he was the sole benificiary of the "Help A Noob Fund," it is a slight bit shady. If it was a legitimate charity and he did not disclose this fact he would be investigated for fraud... but Spiral Knights is no where near the real world is it? In short, this is just another beggar being creative. While I dont mean to imply that we should all lose our faith in humanity, I wouldn't trust a stranger in an MMO with a single crown regardless of how good he says his intentions are.
I reckon it depends on the player's intent. I think he was just trying to beg in a humorous way, but if it was meant to be deceptive or was taken that way, then it might be scamming.
