Do you just buy them with tokens or do you have to craft them with CE?

You can find this out with a trip to Moorcraft Manor, but it goes like this:
-You need 50 tokens to get the 3* hats.
-A "Kat Fetish" costs 50 tokens.
-1 Kat Fetish to craft the 4* hat.
-2 Kat Fetii (I don't even care if that's the wrong plural) to craft the 5* hat.
Overall: 200 tokens, 1200CE (and 200 mist) plus miscellaneous materials and minor crafting costs per hat.
The Black Kat hat is theoretically free as I think it only requires the book.

Tier 3 Black Kats are supposed to drop them on super rare occasion
Might be worth trying to get given how much better the Black Kat cap is than the others.

It has damage high for EVERY weapon, Also has movement speed low.

It's for much the same reason Chaos is now better than everything. The other kat hats give +1 damage and +1 asi for their respective weapons (the asi is ctr for bombs), while the Black Kat hat gives +3 universal damage and +1 msi.
You buy the 3-star ones with tokens, then use CE to craft the 4 and 5-star ones
