You can get asi bonuses on weapons but you can't get blanket damage bonuses on weapons, also with asi trinkets i think black cowl wins again.
The Black Kat Cowl is MEANT to be OP; Youll have to beat down a LOT of Black Kats and if that wasn't enough, you ALSO need to beat the boss of Moorcraft Manor. Which I hear is kind of hard to beat.

Keep in mind it also has some negative resists. this is to balance the boost it offers. Both mercurial and snarby not only give the bonuses, but also offer resits.
The bonus is higher AND buffs 3 weapon types. I wouldnt mind if it only had sword high.
Negative resists are good on paper. But when you have enough power to kill anything right after spawning and you see everyone beating Vana with only a blitz and proto armor it means nothing.

Fire and shock are more common and shock deals elemental damage which this hat doesn't resist.
Have you tried an FSC run in pure Chaos? Ever gone against shock fiends in pure Chaos? It isn't as easy as one would think.

Chaos Set is easily the most OPed set when it's in the right hands of a good player such as those very good at dodging attacks., you can just about kill everything very quickly in the Clockworks.
With the set, it's possible to get Max CTR and Max DB on EVERYTHING. Put on the set, get BTS, one Gun Damage Bonus and one Bomb Damage Bonus and bingo! Max DB on everything.
It still sounds pretty bad through for Lockdown, it gives Elemental damage meaning you will take a ton of damage from a Toothpick/Gran Faust to the face. You can be shocked and frozen much easier, poison and curse last longer, fire does more damage.
Chaos is just as overpowered as this is (at least now). The bonuses both add up to very high, so I'd say they are even.
To be honest, since I'm mostly a Lockdown player i'd be just as happy if someone gave me a piece of chaos if they were worth the same. Of course, I'd rather get the kat cowl but only because of it's value. If they were both worth say 5k ce, I'd rather have one piece of chaos.
