So, so far I have confirmed that they spawn in the candlestick keep and can spawn more than 1 per floor, also confirmed they can spawn on a party button.
Now, has anyone seen one in the scarlet fortress? Let me know asap! Thanks.

The Black Kats have a small chance to spawn in place of any other kat - IF you are in tiers 2 or 3. If you are in tier 1...well, you're out of luck.
They can spawn wherever a regular Kat can spawn. Theoretically, an entire level could have all the kats replaced with black ones, but the chances of that are astronomical.
