How are black kat encounters calculated?

I've been thinking it might not be a pure randomness function after all. People who skip normal kats are getting less hits than people who kill them. I'm wondering if the game counts how many kats you kill. Either that or people are just unlucky. :P

It might be that or just plain old luck. I met 2 Black Kats in a single Candlestick keep once without killing any kats.

Doing some calculations

I have found 9 black kats in 38 attempts with 2 being on one depth (All Candlestick Keep)

Which comes out to around a 23.5% chance

If there are 25 kats in a level, at 1% spawn chance, the possibility of meeting at least one black kat is 22.3%
So Dukeplatypus's estimation seems pretty accurate.
