Chaos and Black Kat are pretty well-balanced. It's just everything else that isn't now.
OOO is a content tease. but hey! black kat cowl is fashionable AND 'OP' statwise. if it was easy to get people would be mad that their other armors were worthless.
Which is why I think they chose to buff chaos cowl PRECISELY at this moment.
