Yesterday I walked straight through 3 Shivers in Ash Tail, it had no effect. Is the freeze resist really that good, or is this a bug?

The drone things. They look like masks and if you touch them they give you a nice status problem present.
Also, it's not really overpowered. The haze bombs just inflict weak statuses.

It happens with any status (and appropiate armor), not just freeze.
It's normal. If your resist is a little higher, you can walk through wisps with no effect.
