Can you gift an elevator pass OR the money for one through steam? Because I just tried and bought one for myself by mistake. Which isn't bad I was needing a refresh on my old one but still.

no, the ele pass cannot be gifted, but...
What you can do is buy a gift card code for the amount of the elevator pass, then message/tell the code to person you want to have it.
They can then redeem the code and use the funds to buy the ele pass.

The method Randomzz described will work if you are trying buy another player an elevator pass, but it will not let you "trade" your elevator pass to someone else. In your case, where you have already purchased the elevator pass, there is nothing you can do but use it yourself. Perhaps you can file a support ticket and hope OOO gives you a refund, although this is highly unlikely.
Isn't that a good thing? You get a month filled with fun
