All I know how to do is :
For bold put strong inside < and >, then the word, then close with /strong inside arrows again
For a description, use < then a href="link" then > followed by your description, the close with < and /a and >
but how do you quote someone?

At the bottom of this very page, that you are currently looking at, appears a list of HTML tags that are allowed. This list, combined with a Google search for elementary HTML tips, should set you up.
The "more information about formatting options" link only appears when your signed in though. Also to not have anything in the subject line put a 0 (not to be confused with a uppercase o) in the subject line.
On top of the save/preview buttons there are some notes and a link that no one seems to notice....
