Hello (again), now before i start The modifiers Do not replace the Uv system but branches off it, so you can still roll your pockets dry.
Now to 'make' a modifier you need a Uv ticket (not applied to an item) but because you can't buy it, i though maybe it can be obtainable via prize wheel in arcade runs to liven what died off years ago....
after getting your uv ticket either size, you bring them to a merchant with a really nice name (idk like Steve or something) then you pick a modifier (which i might give some examples) craft it with mist and/or ce, Then to apply it, you bring it to Punch and just punch it in....
now you might be asking yourself why waste an extra 200-800ce on a 'better Uv'?
well First you can Choose what uv you get and some Uv might be unobtainable in the game as it is... like say :
1.)Nike's Boost
gives: Uni Asi low, Msi low
in return of : Dbonus low
2.)Almiran's curse
gives: Sword Dbonus low
in return of: curse res med
3.)Grenaider's Focus
gives: FTR(fuse time reduction) low
in return of: Msi low
and many more that i am too lazy to write out.....
but then theres a catch! (beside the debuffs) : you cannot modify a Uved item....
you can apply the modifiers on any itme like sheild, helm, armor, weapon, but not trinkets.....
and the modifiers whille have star ratings acordding to price and you can only modify an item with the same star rate, and if you upgrade said item the modifier will automaticly remove it self and place it in your inventory.
