I'm pretty sure it's been appraised improperly but if you can get 20k CE for it, i suppose it might set a precedent.
I did a google search for ASI VH Brandish, in every recent trade, no one asked for more than 11-12kce and most actually sold between 6-10kce.
I think your guild mates may have mistaken it with the pricing for a CTR Brandish.
