You do not get health if you have full HP, vials if you have 4x3 consumables in pocket, may imply same mechanic with heat.

Maybe it'd only appear if you need the heat?
Oh, and maybe while some would be like a normal heat item that drops from enemies, there could be a really rare prize that would double it. (Quadruple it if you have a heat amp.)
