The tutorial mission when you first arrive Haven explains everything pretty well.... unless you skip without reading the dialogue.

I'm guessing you're referring to Brinks as "the token dude."
Brinks exchanges tokens that you collect from treasure boxes and bosses for various items including materials and equipment.
You may also be referring to Sullivan.
Sullivan exchanges Krogmo Coins (a type of token that Brinks doesn't exchange) for various items including materials, recipes, and Bombhead Masks. Krogmo Coins are earned by playing Blast Network and Lockdown, which can be accessed from the Coliseum button at the top of your screen.
The Arcade is where players may go to start playing levels in the Clockworks. It can be remotely accessed via your Missions interface by clicking the Missions button at the top of your screen. There's quite a bit to know about how the Arcade works, so if you're still confused after consulting the wiki, don't hesitate to ask more specific questions.
