The reason the story behind SK has not been explained is because it doesn't exist and they still need to make it up.
First.
The core can not be opened because OOO is not ready to open it yet and it will not open until they have developed enough sites to cover all gates etc. Once done each elevator gate leading us to the core will take us to other OOO game sites opening up new game worlds for us to explore.
