I've recently checked the deals they have and they're off the list. What happened to them. And if the devs took them out, please bring them back. Or are they saving them for special occasions? Please reply.

Yes.
Hence you no longer can see them with the account you bought them with. Unlike the Guardian Armour Pack and Explorer's Pack, the Starter and Battle Packs can only be purchased/claimed once. So yes, if someone bought a Party Pack or Battle Royale Pack and gifted you with one, you now can't obtain another.
If you already bought them at some point, you can't get them again.
