What anti-shock armor, helm, and shield are there besides the Owlite/Divine set?

There isn't any.
There isn't any other set with shocks resist.
(Well, there is quicksilver mail/helm, but they are rare and terrible)
Really, T3 shock stratums are harder than Citadel and Vanaduke. You get shocked once while soloing, and you're pretty much dead.
