it's called chat box, not text box.
you know that when you are loading you can't chat? he wants to chat while loading.
mmm. that would lower the speed of the load. and I don't mind waiting 5 secs. so, it's a I don't think it would be useful.

On a somewhat related note, you can use voice chat during load screens. Though not everyone does.

It doesn't increase load times, but if you have a less-than-powerful computer, your chat will be a little laggy (double entered letters and the like)

Keep the text box? Ok, then this isn't a suggestion. This only explains what you want to stay, which really isn't telling us anything.
