Negative resistance(why?)

Hi, SK Players. I want to do a question: Why some armors have negative resistance?
It seems to me like a repugnant thing. You take a look and say:"Oh! Cool! But have negative resistance... Sad..."
I want just understand the reason of the negative resistance, like balancing and etc.

I see...

I was thinking of argue using Barbarous Thorn Shield. But, looking the Chaos Cloak again, i see that this armor have a good bonus compared to this shield. So, the armor need to miss in something.
I understand.

For Chaos Cloak, you get medium CTR and medium damage for EVERY WEAPON. It's not really called for on any other armour. Valkyrie, for instance, is just kind of outdated at this point.

Thing is the game had some other armours with penalties. Dread skelly would have a fire weakness, for instance, but it was removed. I'm thinking Wolver, Demo and Gunslinger were added later than other things and they ended up just being overpowered in comparison.
