Does it matter if you max out the level of an item before you alchemize it? So, would a level 10 Voltech make a better mkii Voltech than one that's alchemized at level 1? Or does everything start from scratch after alchemy? Thanks.

The only time it matters is
The only time it matters is when you're crafting 4* and above. I.e to craft a 4* item you need a 3* at heat "level 5", to craft a 5* item you need a 4* item at heat "Level 10" (complete). It doesn't matter crafting from 1* > 2* > 3*

No, it doesn't matter. See the wiki page "Crafting", and in particular the section called "Upgrading".
