What's the absolute point of getting gear from the starter set, if T1 players will most likely not use it?
Shouldn't the green ward be upgradeable?
Just asking. I mean, change it to 2*, and along with the Gear and other starter set, give them recipies for it's upgrades?
This kinda makes it more of a starter as you have something more or less viable to get you though the game as a starter gear.
I'm personally want to ask about the complications of this, so I'm going to ask arsenal people first.

Should we do something with the static Flash, Firecracker and Cold Snap? Like 5* variants through alternate Alchemy paths? A
Should Zapper, frost gun or Stun gun have a 5* variant though the Blaster gear? As Blast bomb has 3 other lines, and Cali has CIV.
Some people like 1-star gear for Tier-1 Lockdown. For all other purposes, I recommend that people skip 1-star gear entirely. Buy pre-made 2- and 3-star items from other players, who have mass-crafted them in search of unique variants. (Or mass-craft them yourself, if you want unique variants.)
So I would say that your complaints about the Starter Pack apply much more widely, to all 1-star gear (and some higher-star gear, such as Cautery Sword). Also, I think that the Starter Pack contents were set before missions were introduced. Now, everyone gets free 2-star Cobalt/Calibur/Blaster equipment from the missions. Even though that stuff isn't great, it seems much better than the Starter Pack.
So why is the Starter Pack (and 1-star gear in general) like it is? Maybe it hasn't been updated since missions were introduced, and this is simply an oversight. Maybe it exists to tempt collectors, who want to have every item in the game, including the useless ones. Maybe Three Rings sincerely believes that starting players briefly benefit from 1-star gear. Maybe Three Rings is making money selling Starter Packs, and doesn't want to mess with success.
